  1. General

1.1 These rates of dues levied on vessels in the commercial sea ports of the Russian Federation are set by the Ministry of Economy of the Russian Federation at the request of the Ministry of Transport of the Russian Federation.


The controlled port dues include:

Tonnage dues; light dues; canal dues; berth dues; anchorage dues; environment dues; pilotage dues; navigation dues.

The port dues are levied on the Russian and foreign vessels and floating objects specified in Table 2 in the commercial sea ports of the Russian Federation, regardless of their organizational and legal forms and ownership.

1.2. The rates of dues are set for the Russian coastal trade and foreign-going vessels and foreign vessels.

1.3. The rates of dues for the coastal trade vessels are set in roubles, are basic rates and subject to indexation in accordance with the established procedure.

1.4. For the Russian foreign-going vessels and foreign vessels the rates of dues are set in US dollars. The Russian vessels shall make payments in roubles at the exchange rate of the Central Bank of Russia as of the day of the vessel's departure.

1.5. The currency in which the dues levied on the vessels flying flags of the CIS countries are paid is stipulated by the relevant interstate agreements.

1.6. The state identity of the vessel and the status granted thereto in collecting the dues is determined by the flag she flies regardless of who owns or operates the vessel.

1.7. A voyage for Russian vessels in which the vessel arrived in a Russian port was performing cargo handling operations in a foreign port or is bound for a foreign port for this purpose is considered to be a foreign traffic voyage.

In the voyages which are not covered by this determination dues are paid at the coastal trade rates.

Dues are charged for the voyage in which the vessel entered the port. The tonnage, canal and pilotage dues levied on the vessel leaving the port are charged for the voyage in which the vessel leaves the port.

Dues levied on the vessel delivered in the port in ballast are charged for the voyage which has been delivered for. Dues levied on the vessel leaving the port in ballast are charged for the voyage in which it entered the port.

1.8. The vessel's conventional volume in cubic meters is calculated by multiplying the values of overall length, maximum breadth and overall depth specified in the vessel's documents.

For the vessels which carry cargo on the upper deck or which have two or more decks the overall depth used in calculations shall constitute at least one-half the vessel's maximum breadth.

The conditional volume of the tug-and-barge assemblies, convoys and other composite floating objects used for calculating all types of dues, except the environment dues, is determined as an aggregate volume of individual components.

1.9. Lighter-abroad ships performing lighter handling operations on the outer or inner roads are charged for the aggregate volume of the lighters discharged on arrival in and loaded prior to departure from the port.

1.10. For calculating all types of dues the conventional volume of Ro-Ro, Lo-Ro, Ro-Flo, OBO and container carrying vessels is multiplied by 0,7 factor.

1.11. The type and trade of the vessel are determined by the vessel's documents.

1.12. The rate surcharges and rebates are applicable to the basic rate.

Whenever more than one rebate is granted only the largest one shall apply.

1.13. Training vessels of various types are exempted from all types of dues.

1.14. Port dues shall be paid by the vessel prior to the departure from the port.

In accordance with the USSR Merchant Shipping Code the harbour master has the right to refuse a permission to the vessel to leave the port of the prescribed dues have not been paid.

Transit vessels have the obligation to guarantee the payment of the port dues by a radiotelegraph message. In the absence of the guarantee of payment the harbour master has the right of refusing permission to the vessel to transit the port area.

Note:

* - Port local craft and vessels owned by shiprepair yards, which make commercial international voyages, fall in group 'A' or 'V'.

** - Transit vessels are the vessels which pass through the harbour area without being moored to a berth, buoys, piles, without riding at anchor or without any other connection with the ground within the harbour area.

*** - A call for refuge means a call in view of a threat presented to the safety of continuing sailing, to life or health of the crew and passengers.

 

 

  1. Tonnage Dues

2.1 The rates of the tonnage dues are listed in Table 1. Vessels of groups 'A', 'B', 'V', 'G' and 'Z' are charged per 1 m3 of the vessel's conventional volume separately for each inward and outward port passage.

Exempted from tonnage dues are vessels of groups 'D', 'E', 'J' unless they perform cargo handling and passenger operations of commercial nature at the port.

2.2. THE CLAUSE HAS BEEN CHANGED IN ACCORDANCE WITH the order dd. 26.11.01 Nr. 1236 adopted by the Port administration of Russia which indicates that: Presently the vessel's flag does not affect to the amount of the tonnage due collected and valid from 01.01.02. Irrespective whether the vessel's flag is preferential or not the tonnage due remains the same for all the flags and calculated in accordance with preferantial tarriff scale.

For the Russian vessels in foreign traffic and vessels flying the flags of the states with which Russia has agreements granting the national treatment or the most favoured nation treatment of vessels, the tonnage dues are charged at reduced rates.

For the foreign vessels flying of the states with which Russia has no aforesaid agreements the tonnage dues are charged at ordinary rates. For the Russian coastal trade vessels the tonnage dues are charged at coastal traffic rates.

2.3. For the vessels of groups 'A' and 'B' which load or discharge cargo at several Russian ports within one and the same voyage the tonnage dues are charged at full rates (100 per cent) at the first port of call and at half rates (50 per cent) at each subsequent port of call.

2.4. For the vessels of group 'G'; passenger vessels in the foreign traffic and ferries operating on the international routes opened in accordance with theestablished procedure the tonnage dues are charged at each port of call for the first inward and outward passage once in a calendar year. For the ferries in interport traffic which do not operate on the routes opened in accordance with the established procedure the tonnage dues are charged for each inward and outward passage.

2 .5. A 20 per cent rebate is granted to the cargo vessels operating on the international routes opened in accordance with the established procedure.

The main indications of an international route opened up in accordance with the established procedure are:

  • the prescribed compulsory and optional foreign and Russian ports of call;
  • the vessels assigned for the operation on the route;
  • the prescribed intervals between the calls made by the assigned vessels at the Russian ports;

registration of the service by the Department of Sea Transport of the Ministry of Transport of Russian Federation at the request of the Port Authority (of the sea port).

 

  1. Light Dues

3.1. Rates of the light dues are listed in Table 1. For the vessels of groups 'A', 'B', 'V', 'E' and 'Z' light dues are charged per 1 m3 of the conventional volume of the vessels for each inward passage or for transiting a port.

3.2. Exempted from the light dues are vessels calling for refuge to perform an emergency repair and the vessels of group 'G'. Vessels of groups 'D' and 'J' are exempted from the light dues unless they perform cargo handling and passenger operations of commercial nature at the port.

 

  1. Canal Dues

4.1. Rates of the canal dues are listed in the Table 1. For the vessels of groups 'A', 'B' and 'Z' the canal dues are charged per 1 m3 of the conventional volume of the vessel for each passage through a canal in one way.

When a vessel is piloted to the roads for the reasons beyond her control with subsequent return the canal dues are not charged for the second time.

4.2. For the vessels of group 'G', passenger vessels in foreign traffic and ferries on international routes opened in accordance with the established procedure canal dues are charged for the first inward and outward passage at each port of call once in a calendar year. For the ferries in interport foreign traffic which do not operate on the routes opened in accordance with the established procedure the canal dues are charged for each inward and outward passage.

4.3. Vessels of groups 'D', 'E' (with the exception of vessels calling at the port for the customs and frontier formalities as well as transit vessels) and 'J' are exempted from the canal dues unless they perform cargo handling and passenger operations of commercial nature at the port.

 

 

  1. Berth Deus

5.1. The rates of the berth dues are listed in Table 1. The berth dues are collected from vessels staying alongside the berth. For the vessels of groups 'A', 'B' and 'Z' berth dues are charged per 1 m3 of the conventional volume of the vessel for each day of the vessel's stay alongside the berth. The time of stay at a berth is rounded off upward to one-half of the day.

For the vessels of groups 'V', 'G', 'D', 'E' and 'J' berth dues are charged per 1m3 of the conventional volume for each call.

5.2. A 50 per cent rebate is granted to the vessels lying alongside other vessels made fast to a berth or made fast bow or stern to a berth.

5.3. The vessels of group 'E' (with the exception of vessels calling at a port for the customs or frontier formalities) are exempted from the berth dues. Vessels of groups 'D' and 'J' and vessels calling for refuge are exempted from the berth dues unless they perform cargo handling and passenger operations of commercial nature at the port.

5.4.For occupying berth or using berth after the completion of cargo handling operations, for the reasons within the ship's or ship owner's (shipping company's) control the berth dues are charged at an hourly rate of 10.0 roubles per 1 m3 of the conventional volume for the vessels in coastal trade and at an hourly rate of USD 0.011 per 1 m3 of the conventional volume for the foreign vessels and Russian vessels in foreign traffic starting from the moment of completion of the discharging/loading and lashing of the cargo. Using berth of less than one hour is to be charged as one hour.

 

 

  1. Anchorage Dues

6.1. The rates of the anchorage dues are listed in the table 1. The anchorage dues are charged per 1 m3 of the vessel's conventional volume and collected from vessels of all the groups for each hour of staying at anchor on the inner or outer roads over a period in excess of 12 hours. The charge for the first 12 hours of the vessel's stay is not collected. Time of staying at anchor for less than one hour is to be charged as one hour.

 

  1. Pilotage Deus

 

7.1. The rates of the pilotage dues are listed in Table 1. The pilotage dues are charged per 1 m3 of the conventional volume of the vessel. The necessity of pilotage is determined by the Compulsory Port Regulations.

7.2. In case of harbour pilotage the pilotage dues are charged for each operation. In case of coastal pilotage the pilotage dues are charged for each pilotage mile. A pilotage distance of less than one mile is to be charged as one mile. A vessel with a conditional volume less than 5000 m3 should be charged as the one of 5000 m3.

The boundaries of the coastal and harbour pilotage are determined by the Compulsory Port Regulations.

7.3. The pilotage dues include the charge for transport facilities used by pilot to board and leave the vessel.

7.4. The vessels of group 'D' (except sport craft and private yachts) are exempted from the pilotage dues unless they perform cargo handling and passenger operations of commercial nature at the port.

7.5. A 20 per cent rebate is granted to the cargo vessels operating on international routes opened in accordance with the established procedure and to the passenger vessels in coastal traffic.

7.6. For piloting vessels along the Prodolny Fairway between the Vikhrevoy Island and Brusnichnoye Lock all the transit foreign and Russian vessels and floating objects in foreign traffic (except sport craft and private yachts) are charged at the rate of USD 0.0014 per 1 m3 of the conditional volume for a mile each way. A 25 per cent rebate is granted in this case to the vessels which performed more than 5 voyages within a calendar year. The rebate is applicable starting from the 6-th voyage.

7.7. For piloting the foreign and Russian sport craft and private yachts the pilotage dues are collected at the following rates:

7.8. For piloting vessels in the Azov Sea from Kerch Strait to the port of Taganrog the pilotage dues are collected for each operation at a rate of 16.0 roubles per 1 m3 of the conventional volume from vessels in coastal trade and USD 0.0209 per 1 m3 of conventional volume from the foreign vessels and Russian vessels in foreign traffic.

7.9. For piloting vessels into or out of the dock, vessels with main engine out of operation, inoperative rudder-propeller system, special floating objects (drilling rigs, modules, docks, hotels etc) the pilotage dues are charged at the rates specified in Table 8 increased by 50 per cent.

7.10. The pilotage during the determination of compass deviation shall be paid for at the rates of harbour pilotage regardless of the area where the work is performed.

7.11. If several vessels are piloted simultaneously, each vessel should be charged for pilotage separately at full rate.

7.12. The dues are collected in accordance with the pilot receipt issued by the pilot, certified by the shipmaster or in accordance with the vessel's radiotelegraph confirmation.

7.13. The shipmaster who has provided incorrect data on the vessel's draft, length, breadth and cargo capacity is subject to the penalty at the double rate of the set pilotage dues, regardless of any general liability provided for by the law for the consequences which may arise as a result of incorrect data.

7.14. Cancellation of the request for pilotage is charged at a 100% rate payable for pilotage for which a pilot had been requested.

 

  1. Navigation Deus

8.1. The rates of the navigation dues are listed in the Table 1. The navigation dues are charged per 1 m3 of the vessel's conventional volume at the ports equipped with shore-based radar vessels traffic management systems for each inward and outward passage or transiting the port.

8.2. Exempted form the navigation dues are auxiliary and survey vessels, vessels calling for refuge and for an emergence repair as well as the vessels of group 'D' unless they perform cargo handling and passenger operations of commercial nature at the port.

 

 

  1. Ice Deus

1. The indicated tariffs and rates of the ice due are introduced by the Ministry of Economics of the Russian Federation by the notion of the Ministry of Transport of the Russian Federation.

2. The port ice due to be collected on the yearly basis starting from May 11-th 1997 by the port authorities of the port of Archangelsk. The above due to be collected from Russian and foreign vessels and other floating transportation objects which:

  • proceed to the berths of the Archangelsk sea merchant port, Archangelsk river vessels handling port, oil terminals, berths of the saw mills, berths of fish plants other plants and companies including the berths of the port of Severodvinsk for the purpose of loading or discharging;
  • ice due to be collected from all transit vessels
  • ice due to be collected from all other vessels which proceed to (from) the port of Archangelsk for all other purposes which are not connected with loading/discharging operations.

3. The port ice due to be collected on 1 cbm of the vessel's conditional volume basis separately for each call of the vessel inward and outward of the port. The port ice due also to apply to the transit vessels in accordance with below given tariff scale:

  • from November 10-th till May 10-th: USD 0.30 x vessel's volume
  • from May 11-th till November 9-th: USD 0.12 x vessel's volume;

for the vessels carrying coal on board the rate of USD 0.05 to apply.

4. The vessels under foreign flag to pay the port ice due in USD currency. The vessels under Russian flag are to pay the port ice due in RUR in accordance with the exchange rate of the Central bank of the Russian Federation: for the vessels intended for loading/discharging operations the exchange rate of the date of vessel's departure to apply, for all other vessels the exchange rate of the date of the port ice due payment to apply.

5. The currency for the payment of the port ice due for the CIS countries' vessels to be regulated in accordance with interstate agreements.

6. The indicated vessels listed as warship, red cross (hospital), passenger, hydrographic, dredging and all other vessels which call the port due to the any other reason such as force majeure as a result of the risk of the safety navigation and life of the crew or passengers are exempted from the port ice due payment. The list of the above vessels also includes the ones of local port and rescue fleet, provided that all of the above mentioned vessels call the port for any other purposes but not for the commerce.

7. Vessels' conditional volume to be a product of three main dimensions as LOA x Beam x Depth moulded. For the vessels which carry cargo on the upper deck or which have two or more decks the overall depth used in calculations shall constitute at least one-half of the vessel's maximum Beam. The conditional volume of the tug-and-barge assemblies, convoys and other composite floating objects is determined as an aggregate volume individual components.

8. For calculating of the port ice due of Ro-Ro, Lo-Ro, Ro-Flow and containerships the decreasing coefficient 0.7 to apply by multiplying by 0.7 factor. For calculating of the port ice due of motor tankers with double bottom, double skinned and segragatted ballast tanks the decreasing coefficient 0.85 to apply by multiplying by 0.85 factor. For calculating of the port ice due of arctic ice strengthened ice class corresponding to (ÓËÀ) Russian register ice class the decreasing coefficient 0.5 to apply by multiplying by 0.5 factor.

9. The port ice due must be paid prior vessel's departure from the port. The Harbour Master of the port is entitled to detain the vessel in the port in the event the indicated due is not duly paid in accordance with the of Merchant navigation Code of the Russian Federation.
