Members of the Transport Association of the Arkhangelsk
Region plan to discuss issues of safe navigation in the Arctic.
On June, 25 in Arkhangelsk the Transport group of the
Co-ordination Council at the Russian Federation President plenipotentiary in the
North-West Region to hold a meeting on the basis of North Meteorological dept.
Participants of the meeting will consider the following issues:
1. Navigation safety provision measures in the White, Barents and Kara Seas
during the navigation 2003.
2. Ships operation analysis for ships sailing in the White, Barents and Kara
Seas during the navigation 2003.
3. Results of ships condition inspections to determine their preparedness for
departure from the port of Arkhangelsk to the White, Barents and Kara Seas
during the navigation 2003.
Among those who will participate in work of the group there will be Arkhangelsk
Harbour Master Sergey Yastrebtsev, Director for Marine Safety of JSC "Northern
Shipping Company" Valery Zaripov, Head of Shipping Company "Portoflot" Andrey
Sharkov.
The working transport group was setup in May 2003 by the order of the Chief
Federal Inspector in the Arkhangelsk Region, Alexey Ermakov, according to the
Co-Ordination Council plan of operation approved by the Russian Federation
President plenipotentiary in the North-West Region, Valentina Matvienko.
The group is headed by the Chief State Transport Inspector of the region Mikhail
Dorofeev.
The group includes the Head of Arkhangelsk Maritime and Port Authority, Anatoly
Bannikov, Head of Hydremeteorological Service Authority (UGMS) Leonid Vasiliev
and others.

The Arkhangelsk Area Transport people Association was founded at the end of
the year 2000 on the initiative of OAO "The Arkhangelsk Sea Commercial port",
OAO "Northern Shipping Company" and OAO "Northern Shipping Agency". This
initiative was supported by all transport enterprises engaged in sea and river
business. The Association has been joined by the River port,the Arkhangelsk
Subdivision of the Northern Railway, OAO "Krasnaya Kuznitsa".
At the foundation conference there was created the Association Council which
function is once per three months to investigate and make decisions on current
problems .Annual general meeting of the Association members is usually held in
February or March.
The main purpose of the Association is to make the Arkhangelsk sea and river
port more attractive for potential cargo owners and shipowners, to coordinate
mutual efforts of the Association members to attract outward, inward, coasting
and transit cargoes. The Association is due to represent as well as to defend
the members' interests in regional and municipal government bodies.
The first problem we have solved, which we had earlier failed to solve
whithin several years, was putting into operation a new method of unscheduled
raising of the motor and railway bridges to be passed by vessels in the
Arkhangelsk harbour. In the course of this job we have raised the cooperation of
all enterprises and organizations concerned at a higher level.
We have prepared and published in the Russian and English languages an
advertising Telephone Directory covering our transport companies.
Our proposals on maintenance and development of the river passenger fleet
have been heard and resulted in a resolution adopted by the Arkhangelsk Area
Administration.
On the initiative of the Arkhangelsk Area Transport people Association the
Transport Ministry of RF as well as the Government of RF are working out the
documentation needed to simplify the system permitting foreign passenger vessels
to call at the Solovki islands which our agency companies are extremely
interested in.
Based on the experience of other ports the Code of port customs has been
worked out as a result of the team-work of the Association and the Arkhangelsk
Port Marine Administration.
A great number of different problems have been solved lately, ice breakers
assistance in the White sea and in the water area of the harbour in winter
season being one of them .
At the Association Council conference we have negotiated matters related to
improvement of cooperation with the Frontier, Customs and Sanitary authorities
having outlined a lot of common problems due to be solved by our united efforts.
The General Director of the Association on behalf of members of the
Association takes part in the work of conferences and meetings held at the
Transport Ministry of RF as well as at the Arkhangelsk Area Administration where
matters of our great concern are usually submitted to for consideration.
